The recent history of this subject

is as follows:-

For many years negotiations have

been carried on with the Chinese Government on the question of the right of British Consular Officers in China to afford protection in China to British subjects or British Protected persons of Chinese race who, under the Chinese Nationality Law, also possess Chinese nationality.
